The Allegations
As per the police report, the incident traces back to October 2017, when Masuka approached the victim with a proposal to purchase a large quantity of bricks and quarry stones. Specifically, Masuka requested 240,000 bricks and 140 cubic meters of quarry stones. The agreement was that Masuka would settle the payment using two residential plots in the Crowhill suburb of Borrowdale, each valued at USD$25,000.
It was mutually agreed that upon the delivery of the requested materials, the complainant would pay an additional USD$12,900 to cover the processing fees for the transfer of ownership documents. However, complications arose post-delivery.

Broken Promises That Led To The Arrest
Following the successful delivery of the bricks and stones, Masuka reportedly became elusive and failed to fulfil his end of the deal by not transferring the ownership of the stands to the complainant. Further investigation by the complainant revealed a troubling discovery: Masuka had already sold the same plots to Mukumba Leonard of InterAfrica Buses, who was another client purchasing quarry stones from the complainant.
Understandably, Leonard refused to pay the additional amount requested by Masuka. This led the victim to report the matter to the police, seeking legal help in his case. The ZRP went on to arrest Bishop Masuka on fraud allegations.

Official Response
Zimbabwe Republic Police (ZRP) Harare provincial spokesperson Luckmore Chakanza confirmed the arrest and stated that investigations are currently ongoing to uncover the full details of the case.
