Zanu PF To “Handpick” Loyal Cadres For Government Posts
Tinashe Sambiri – ZANU PF has sparked criticism after top party officials openly called for the deliberate placement of loyal cadres into key government and state positions, a move critics say threatens professionalism and independence in public service.
The party’s secretary-general, Advocate Jacob Mudenda, made the remarks while addressing delegates at a ZANU PF provincial outreach programme held recently at Bulawayo Polytechnic.
He was accompanied by national political commissar Munyaradzi Machacha and Bulawayo provincial chairman Jabulani Sibanda, among other senior party figures.
Mudenda urged provinces to maintain “a comprehensive database of qualified and eligible cadres” for deployment into government, stressing that public institutions must be filled by “patriotic and disciplined citizens ready to defend the nation against its detractors.”
“Provinces must play a deliberate and strategic role in cadre development and placement into national institutions,” he said.
“We must ask ourselves, what are we doing to ensure that loyal, competent and ideologically grounded cadres are being recruited into Government and State agencies such as the police, intelligence services, defence forces, national parks, teachers training colleges and nursing training institutions?” Mudenda added.
Critics warn that this directive risks politicising essential state institutions, turning them into extensions of the ruling party rather than impartial bodies serving the public.
Opposition parties and civil society groups argue that the focus on loyalty and ideological alignment undermines merit-based recruitment and could entrench patronage networks across the country.
Observers also note that such handpicking of “loyal” cadres could weaken accountability and compromise the independence of institutions like the police, army, and intelligence services, raising concerns about the long-term impact on governance and democratic processes in Zimbabwe.
