In his ruling, Magistrate Chikura stated that the possession of an artificial penis by Ssekamwa did not pose any threat to the public or cause any nuisance. He noted that the item was found in Ssekamwa’s private belongings, with no evidence suggesting any intention to use it in public.
Initially, Ssekamwa faced charges under Section 26(1)(a) of the Censorship Act, with an alternative charge of criminal nuisance under Section 46(2)(v). Both charges were dismissed by the court.

Police Acted on Anonymous Tip-Off
The case began when the Zimbabwe Republic Police (ZRP) received an anonymous tip-off that Ssekamwa had “lula lula” toys at a Masvingo accommodation. The police searched his bag and discovered the adult toys and lubricant for men, leading to his arrest.
Prosecutor Isabel Pambuka represented the state in the case, but the magistrate ultimately ruled in favour of the Ugandan tourist, clearing him of all charges.
