Ramaphosa’s announcement follows the alarming deaths of more than 20 children in recent months due to foodborne illnesses. Investigations revealed that contaminated goods purchased from local spaza shops were implicated in the tragedies.
The president emphasized that formal registration of spaza shops is crucial to ensuring food safety standards, protecting consumers, and holding businesses accountable. However, SAITA argues that the short deadline could create chaos for the informal trading sector.
Challenges in Meeting the Deadline
South Africa is home to over six million spaza shops, many of which operate informally in both rural and urban areas. Rosheda Muller, President of the National Informal Traders Alliance of South Africa, highlighted the logistical difficulties in registering such a vast number of businesses within 21 days.
“The government has realized they have not done enough in terms of monitoring and enforcement,” said Muller. “Now they are pushing for swift licensing and re-registration, but the timeframe is unrealistic given the scale of the task.”
Call for a Collaborative Approach
SAITA proposes a more phased and collaborative approach to spaza shop registration. Muller suggested that a 12-month period would allow the government and traders to work together to ensure compliance without disrupting the livelihoods of millions who rely on informal trading.
She also stressed the importance of raising awareness and educating spaza shop owners about the new requirements. “Many traders, particularly in rural areas, may not even be aware of these changes. Proper outreach programs are essential,” Muller added.
Balancing Regulation and Support
While the government’s initiative aims to protect public health and improve food safety, SAITA warned against inadvertently harming the informal economy.
Spaza shops play a vital role in local communities, providing accessible goods and sustaining millions of jobs.
Muller acknowledged the need for better regulation but urged authorities to consider the socioeconomic impact of stringent deadlines. “We cannot deny the severity of the food poisoning incidents, but we also cannot ignore the importance of these businesses to our economy,” she said.
