Statement on the Motion to Amend Term Limits for Presidential, Parliamentary, and Local Government Officials

As Labour Economists and Afrikan Democrats (LEAD), we have consistently advocated for governance reforms that reflect the unique cultural, historical, and societal realities of Zimbabwe. The proposed motion to amend term limits in the Constitution provides an opportunity to rethink and redefine our governance system to better serve the needs of Zimbabweans and foster an egalitarian society. It is time for us Zimbabweans to have an honest dialogue about governance systems that truly work for us as a nation, free from external impositions.
Western democracy, with its emphasis on elections and rigid term limits, is a foreign concept that was imposed on African nations through donor-funded constitutional processes. These processes often fail to capture the aspirations of the people, instead reflecting the interests of external stakeholders and civil society organizations funded by these donors. It is no wonder that these systems have resulted in cycles of political instability, economic stagnation, and societal polarization.
Zimbabwe must chart a new path, one that is informed by the principles of Pan-Afrikanism, Afrocentric governance, and inclusive development. Countries such as China, Japan, and Russia have implemented governance systems that prioritize continuity, long-term planning, and cultural relevance. Zimbabwe can and must explore alternatives that work for its people, rather than clinging to systems that do not align with our realities.
The Necessity of Public Engagement
Any changes to the governance system, including term extensions, must be informed by the will of the people. Public engagement is not merely a formality but a necessity for building trust and ensuring inclusivity. LEAD calls for a national dialogue that engages communities at all levels, rural and urban, youth and elders, workers and entrepreneurs to collectively decide on a governance system that reflects their aspirations.
This dialogue should include:
Nationwide Consultations
Town hall meetings, focus groups, and surveys to gather the views of diverse communities.
Educational Campaigns
Initiatives to inform citizens about the implications of term extensions and alternative governance models.
Stakeholder Participation
Inclusion of traditional leaders, religious groups, labor unions, youth organizations, and other civic groups to ensure all voices are heard.
A Clear Roadmap for Term Extensions
If term extensions are to be considered, they must be part of a broader roadmap that addresses:
National Development Goals
Clear benchmarks for economic growth, social equity, and infrastructure development linked to extended leadership terms.
Checks and Balances
Mechanisms to prevent abuse of power, such as periodic performance reviews and citizen oversight bodies.
Accountability Frameworks
Transparent processes to ensure that extended terms are used to benefit the nation, not entrench individual power.
Exploring Alternative Governance Systems
LEAD believes that Zimbabwe can draw inspiration from governance models that prioritize cultural alignment, inclusivity, and long-term development:
- Constitutional Monarchy with Elected Executive Powers Traditional leaders play a ceremonial role while an elected executive manages state affairs, blending modern governance with cultural heritage.
- Meritocratic Governance
Inspired by China, where leadership is based on proven competence and performance rather than rigid electoral cycles. - Hybrid Systems
Combining elements of democracy with indigenous decision-making structures, such as community councils and traditional courts. - Proportional Representation
A system where all groups, regardless of size, have fair representation in governance, promoting inclusivity and reducing political polarization.
