Ziyambi Ziyambi Unpacks Constitutional Amendment Bill Roadmap Amid Public Outcry
Tinashe Sambiri– In a recent media briefing, Justice Minister Ziyambi Ziyambi outlined the roadmap for the contentious Constitutional Amendment Bill No. 3 (CAB3), addressing growing public concern over the process.
Minister Ziyambi explained the step-by-step plan for the bill, emphasizing that public input would remain central to the process.
“The #CAB3 roadmap is clear,” Ziyambi said. “First, we collate feedback — the Committee compiles all public input into a written report for Parliament.
Then, during the week of May 18th, the Bill will be formally introduced, and I will deliver the Second Reading speech explaining each clause in detail.”
He added that the next stage would involve debate in the National Assembly, where the Committee’s report would be presented to lawmakers for consideration.
Importantly, Minister Ziyambi stressed that no referendum would be required for this amendment. “The Bill does not touch Chapters 4, 16, or Section 328, which are the only provisions in the Constitution that require a referendum,” he said.
The briefing comes amid widespread public outcry and debate, with many citizens expressing concern over the perceived expansion of executive power. Ziyambi reiterated that the process is designed to respect constitutional procedures while taking public opinion into account.
“The aim is transparency and inclusivity,” he said. “We are committed to ensuring that the voices of Zimbabweans are heard throughout this process.”
