[Susan Walsh\/AP]<\/figcaption><\/figure>\n<h2 id=\"contours-of-a-deal\">Contours of a deal<\/h2>\n<p class=\"p1\">While the exact parameters of any deal are still to be determined by Trump and Xi, the contours of an agreement have emerged in recent days.<\/p>\n<p class=\"p1\">US Secretary of the Treasury Scott Bessent said in media interviews this week that he expected China to defer its restrictions on rare earths and that Trump\u2019s threatened 100 percent tariff on Chinese goods was \u201ceffectively off the table\u201d.<\/p>\n<p class=\"p1\">Bessent said he also anticipated that the Chinese side would agree to increase purchases of US-grown soya beans, enhance cooperation with the US to halt the flow of chemicals used to manufacture fentanyl, and sign off on a finalised TikTok deal.<\/p>\n<p class=\"p1\">While heading off a further spiralling in US-China ties, a deal along these lines would leave intact a wide array of tariffs, sanctions and export controls that hinder trade and business between the sides.<\/p>\n<p class=\"p1\">Since Washington and Beijing reached a partial truce in their tit-for-tat tariff salvoes in May, the average US duty on Chinese goods has stood at more than 55 percent, while China\u2019s average levy on US products has hovered at about 32 percent.<\/p>\n<p class=\"p1\">Washington has blacklisted hundreds of Chinese firms deemed to pose national security risks, and prohibited the export of advanced chips and key manufacturing equipment related to AI.<\/p>\n<p class=\"p1\">China has, in turn, added dozens of US companies to its \u201cunreliable entity\u201d list, launched antitrust investigations into Nvidia and Qualcomm, and restricted exports of more than a dozen rare earths and metallic elements, including gallium and dysprosium.<\/p>\n<p>US-China trade has declined sharply since Trump re-entered the White House.<\/p>\n<p>China\u2019s exports to the US fell 27 percent in September, the sixth straight month of decline, even as outbound shipments rose overall amid expanding trade with Southeast Asia, Latin America, Europe and Africa.<\/p>\n<p>China\u2019s imports of US goods declined 16 percent, continuing a downward trend since April.<\/p>\n<p class=\"p1\">\u201cThe structural contradictions between China and the United States have not been resolved,\u201d said Wang Wen, dean of the Chongyang Institute for Financial Studies at Renmin University of China in Beijing, predicting continuing friction and \u201ceven worse\u201d relations between the superpowers in the future.<\/p>\n<p class=\"p1\">\u201cMost importantly, China\u2019s strength is increasing and will surpass that of the United States in the future,\u201d Wang told Al Jazeera.<\/p>\n<h2 id=\"de-escalation-unlikely\">\u2018De-escalation unlikely\u2019<\/h2>\n<p class=\"p1\">Shan Guo, a partner with Shanghai-based Hutong Research, said he expects the \u201cbulk\u201d of the deal between Trump and Xi to be about avoiding escalation.\u00a0\u201cA fundamental de-escalation is unlikely given the political environment in the US,\u201d Guo told Al Jazeera.<\/p>\n<figure id=\"attachment_4065389\" aria-describedby=\"caption-attachment-4065389\" style=\"width:770px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" data-recalc-dims=\"1\" loading=\"lazy\" class=\"size-arc-image-770 wp-image-4065389\" src=\"https:\/\/i0.wp.com\/eduzim.co.zw\/news\/wp-content\/uploads\/2025\/10\/1761707810_872_As-Trump-and-Xi-near-deal-few-see-letup-in.jpg?w=640&#038;ssl=1\" alt=\"A man films the logo of the Asia-Pacific Economic Cooperation summit (APEC) outside of the venue in Gyeongju, South Korea, Tuesday, Oct. 28, 2025.
