It reflects a principled commitment to transparency, accountability, and ensuring that all allegations are subjected to appropriate scrutiny.\u201d<\/p>\n<h3 class=\"wp-block-heading\" id=\"h-madlanga-evidence\">Madlanga evidence<\/h3>\n<p>Evidence presented before the commission included communications between SAPS Sergeant Fannie Nkosi, City CFO Gareth Mnisi, and TMPD deputy chief Umashi Dlamini. <\/p>\n<p>Nkosi testified that Dlamini had drawn up a list of seven preferred service providers, allegedly supplied by the EFF.<\/p>\n<p>He further claimed that Mnisi had been in discussions with both the EFF and ActionSA regarding the tender.<\/p>\n<h3 class=\"wp-block-heading\" id=\"h-necessary-step\">\u2018Necessary step\u2019<\/h3>\n<p>Moya said placing Morodi on special leave was \u201ca necessary step to safeguard institutional integrity while allowing due process to unfold\u201d.<\/p>\n<p>She added, \u201cA preliminary investigation is underway into the matters raised before the Madlanga Commission to determine whether a prima facie case exists.\u201d<\/p>\n<p>In the interim, MMC Hannes Coetzee will assume responsibility for the Corporate and Shared Services portfolio.<\/p>\n<h3 class=\"wp-block-heading\" id=\"h-tshwane-procurement-process\">Tshwane procurement process<\/h3>\n<p>The unfolding inquiry has intensified scrutiny of Tshwane\u2019s procurement processes, raising concerns about political influence in municipal contracting.<\/p>\n<p>While Morodi\u2019s leave is precautionary, the commission\u2019s findings are expected to have far\u2011reaching implications for governance and accountability in the metro.<\/p>\n<h3 class=\"wp-block-heading\" id=\"h-independent-probe\">Independent probe <\/h3>\n<p>DA caucus leader in Tshwane, Cilliers Brink, said the latest claims necessitate an independent probe, highlighting that Mnisi had already faced allegations of\u00a0corruption and financial mismanagement from the ANC.<\/p>\n<p>\u201cWhat is now clear is that the fight over Mnisi\u2019s position has nothing to do with principle.
