Tinashe Sambiri\u2013 President Emmerson Mnangagwa\u2019s controversial Title Deeds Programme has sparked criticism and suspicion, with many questioning whether it is a genuine reform or a political tool to appease citizens amid rising tensions over the Constitutional Amendment Bill.<\/p>\n
Zanu PF online activist Cleopas Mukungunugwa outlined key details of the programme on Facebook, claiming the initiative is transparent and fair. <\/p>\n
However, critics argue it is little more than a public relations exercise.
Mukungunugwa insisted, \u201cThe Land Tenure Implementation Committee does NOT allocate land. Land allocation remains the responsibility of the Ministry of Agriculture,\u201d attempting to shield the committee from direct accountability.<\/p>\n
He added, \u201cThe committee is not a one-man project. It brings together Government ministries, banks, war veterans, youths, women, and other stakeholders to ensure transparency and national consensus.\u201d Yet many remain unconvinced, seeing a system vulnerable to bureaucratic delays and manipulation.<\/p>\n
Mukungunugwa also promoted the programme\u2019s financial promises, claiming it could \u201cunlock over US$13 billion in value, creating a massive asset base for Zimbabwe\u2019s economy.\u201d Critics dismiss this as speculative hype unlikely to materialize in practice.<\/p>\n
On bank safeguards, he stated, \u201cBanks will not grab land. If a farmer defaults on a loan, the land cannot be transferred to the bank. It must be transferred to another Zimbabwean citizen, preserving national ownership of the land.\u201d <\/p>\n
Observers, however, warn that enforcement of these protections has historically been weak, leaving farmers at risk.<\/p>\n
Mukungunugwa emphasized, \u201cThe Title Deed is linked to a citizen\u2019s ID, meaning land ownership remains strictly in the hands of Zimbabweans,\u201d and added that \u201cthe system ensures productive use of land, as unproductive farmers risk losing it while hardworking farmers gain opportunities.\u201d Critics argue these mechanisms may fail without proper monitoring, rendering the promises largely symbolic.<\/p>\n
While the government touts the programme as a way to secure land ownership, stimulate agriculture, and grow national wealth, many Zimbabweans remain wary, viewing it as a politically motivated scheme designed to win public favor during a period of heightened constitutional tension.<\/p>\n
