{"id":56516,"date":"2026-04-18T23:09:04","date_gmt":"2026-04-18T23:09:04","guid":{"rendered":"https:\/\/eduzim.co.zw\/news\/?p=56516"},"modified":"2026-04-18T23:09:04","modified_gmt":"2026-04-18T23:09:04","slug":"beware-of-creating-parallel-structures-kandishaya-warns-chivayo","status":"publish","type":"post","link":"https:\/\/eduzim.co.zw\/news\/2026\/04\/18\/beware-of-creating-parallel-structures-kandishaya-warns-chivayo\/","title":{"rendered":"Beware of creating parallel structures \u2014 Kandishaya warns Chivayo \u2013 Eduzim News"},"content":{"rendered":"<p>\n<\/p>\n<div>\n<div class=\"post_data\">\n<p>Beware of creating parallel structures \u2014 Kandishaya warns Chivayo<\/p>\n<\/p><\/div>\n<p>By A Correspondent, |Zanu PF Youth League Deputy Commissar Taurai Kandishaya has delivered a stinging rebuke to controversial businessman Wicknel Chivayo, cautioning that his conduct risks undermining party authority by fostering parallel structures.<\/p>\n<p>The warning follows Chivayo\u2019s pledge to donate US$3.6 million to 360 legislators, with the assertion that any beneficiary who declines the offer would see the funds redirected to alternative candidates.<\/p>\n<p>In a sharply worded Facebook response, Kandishaya castigated Chivayo for straying beyond acceptable bounds, stressing that the party would not countenance any manoeuvres tantamount to imposing preferred representatives outside established democratic processes.<\/p>\n<p>\u201cMy opinion having found that businessman Wicknell has extended his hand to the Parliament of Zimbabwe with a fund of $3.6 million, which will be divided into $10,000 for each of our MPs for developments in their respective constituencies. Surprisingly, some obvious individuals are already in overdrive denouncing the fund. But here is the issue: our Parliament has received funding from entities that meet their requirement standards, for example the European Union, UNDP, World Bank, and China.\u201d<\/p>\n<p>\u201cI don\u2019t see any problem with this donation to the Parliament. However, it\u2019s up to Parliament itself to accept it or not, which is also not wrong,\u201d he said.<\/p>\n<p>\u201cIn case Parliament accepts the money, then it\u2019s up to the Members of Parliament to accept it or not \u2014 it\u2019s still their democratic right. If, let\u2019s say, a ZANU PF MP chooses not to accept the money, I obviously don\u2019t think Wicknell will find a shadow MP or former MP to give the money to, for we do not do parallel structures, and in doing that he would become an enemy of procedure. Otherwise, good gesture, and everything is up to the Parliament of Zimbabwe.\u201d<\/p>\n<p>In a statement released to mark Independence Day, Chivayo announced that he would next week present the funds to Speaker of Parliament Jacob Mudenda, with each of the country\u2019s 360 legislators earmarked to receive US$10 000.<\/p>\n<p>\u201cI will hand over a total of US$3.6 million to the Speaker of Parliament Jacob Mudenda next week in order to distribute it as US$10 000 to each of the 360 Members of Parliament and Senators, for use strictly towards constituency development.<\/p>\n<p>\u201cThis donation must be utilised exactly the same way as the Constituency Development Fund and must go towards drilling boreholes, completing stalled projects, building community markets and delivering clean water, sanitation or any other essential social services.<\/p>\n<p>\u201cI am humbly offering to provide this small donation to all MPs and Senators, regardless of political affiliation. This is my special way of celebrating Independence Day with an olive branch extended countrywide for development across all constituencies,\u201d Chivayo said.<\/p>\n<p>He further emphasised that the gesture is purely voluntary, stressing that no legislator is under any obligation to accept the funds.<\/p>\n<p>\u201cIf any Honourable MP is unwilling to accept this offer, they are at liberty to do so , that\u2019s democracy. In such instances however, there will be no harm in identifying a competent and pro-development individual from your constituency, whether a former MP, a shadow mp, or aspiring leader, who can take up the responsibility of driving this development forward at grassroots level.<\/p>\n<p>\u201cEvery constituency must be developed and every Zimbabwean must feel the gains of our independence.
