\u201c35 out of 56 Commonwealth countries do not directly elect their head of government. That\u2019s 63%,\u201d Mangwana said.<\/p>\n
He added, \u201cWe may not be in the Commonwealth, but most of its members are our development peers\u2014so on democratic governance, that\u2019s a useful benchmark. Worth asking: how do we compare?\u201d<\/p>\n
