ED Reshuffles Top Government Officials
By A Correspondent-President Emmerson Mnangagwa has appointed and reassigned several senior government officials, while also renewing a contract within the Health Service Commission.
The changes were announced in separate statements issued last night by Chief Secretary to the President and Cabinet, Martin Rushwaya.
Among the key appointments, Ms Tsitsi Zhou has been named Deputy Minister of Lands and Rural Development in terms of Section 104(2) of the Constitution, with immediate effect. She is currently a Member of Parliament representing the Midlands Women’s Quota.
The President also appointed Professor Prosper Bvumiranayi Matondi as Permanent Secretary for the Ministry of Lands and Rural Development.
Dr Shingirayi Mushamba has been appointed Permanent Secretary for Provincial Affairs and Devolution for Harare Metropolitan Province, replacing national hero Cosmas Chiringa, who died in early March.
In line with constitutional provisions, President Mnangagwa also approved the reassignment of several permanent secretaries across the Public Service.
Mr Simon Masanga has been moved from the Ministry of Public Service, Labour and Social Welfare to head the Ministry of Environment, Climate and Wildlife. Dr Thomas Utete Wushe has been reassigned from the Ministry of Industry and Commerce to become Permanent Secretary for Mines and Mining Development.
Professor Obert Jiri has been redeployed as Permanent Secretary for Agriculture, Mechanisation and Water Resources Development, following the recent restructuring of the former combined ministry.
Mr Tadeous Chifamba has been reassigned to the Ministry of Industry and Commerce, while Mr Pfungwa Kunaka moves from Mines and Mining Development to the Ministry of Public Service, Labour and Social Welfare.
All reassignments take effect immediately.
In a separate notice, President Mnangagwa renewed the contract of Mr Rugare A. Kangwende as Deputy Chairperson of the Health Service Commission in terms of the Constitution and the Health Service Act [Chapter 15:16], with effect from March 1, 2026.
Additionally, Mr Ernest T. Manyau and Lieutenant Colonel Lioba T. Gunduza have been appointed as Commissioners to the Health Service Commission, with immediate effect.
