ACTION DEMOCRATIC MOVEMENT (ADM) STATEMENT ON REPORTS OF XENOPHOBIC VIOLENCE IN THE REPUBLIC OF SOUTH AFRICA

Action Democratic Movement (ADM) notes with profound concern the recurring reports of xenophobic violence affecting foreign nationals within the Republic of South Africa, including Zimbabwean citizens whose lives and livelihoods are presently at risk.

ADM approaches this matter not as an instrument of political sensationalism, but as a matter of human security, regional stability, and the sanctity of life. We extend our concern with respect for the sovereignty of South Africa, while simultaneously affirming our obligation to speak on behalf of Zimbabweans whose welfare is directly implicated.

1. A PLEA FOR PEACE AND PROTECTION OF LIFE

ADM unequivocally condemns all forms of violence directed at foreign nationals. No socio-economic grievance, however complex, can justify the violation of human dignity or the destruction of life.

We call upon all affected communities in South Africa to exercise restraint, and upon authorities to act decisively, transparently, and consistently in protecting all persons within their jurisdiction, regardless of nationality.

2. INTERROGATING THE ROOT CAUSES

ADM is of the considered view that xenophobic violence is not an isolated phenomenon, but rather a symptom of deeper structural challenges. These include:

• Persistent youth unemployment and economic exclusion
• Inequality and perceived competition over scarce resources
• Weak integration policies in urban settlements
• Misinformation and scapegoating of foreign nationals
• Historical socio-economic imbalances that remain unaddressed

Violence, in this context, becomes an expression of unresolved socio-economic distress rather than a solution to it. ADM therefore rejects narratives that simplify these tragedies into matters of mere criminality alone, without addressing underlying conditions.

3. PROPOSAL FOR SUSTAINABLE REDRESS

ADM proposes that long-term stability requires coordinated regional and domestic interventions, including:

• Strengthened regional labour mobility frameworks under SADC
• Bilateral mechanisms for migrant protection and early warning systems
• Community-level integration programmes in high-risk urban areas
• Economic empowerment strategies targeting marginalised youth populations
• Civic education campaigns combating xenophobia and misinformation
• Accountability frameworks for political actors who exploit identity-based grievances

Only through structural reform can the cycle of episodic violence be meaningfully interrupted.

4. A CALL FOR RESTORATIVE JUSTICE

ADM advocates for restorative justice approaches that prioritise healing, reintegration, and reconciliation over cycles of retaliation or punitive escalation.

The objective must not be the perpetuation of grievance, but the restoration of social cohesion. Justice, in this context, must aim to rebuild trust between communities and restore dignity to victims.

5. APPEAL TO THE GOVERNMENT OF ZIMBABWE

ADM respectfully urges the Government of Zimbabwe to:

• Provide timely and transparent updates regarding the status of Zimbabwean nationals in affected areas
• Communicate clearly on any existing or planned evacuation or protection measures
• Strengthen consular responsiveness and citizen tracking systems in South Africa
• Engage diplomatically with South African authorities to ensure the protection of Zimbabwean lives and property

Citizens must not be left in uncertainty regarding their safety or the state’s response.

6. ADM POLICY POSITION MOVING FORWARD

Should ADM assume governmental responsibility, it will adopt the following framework in addressing external threats to citizens abroad:

Citizen Protection Doctrine
• Establish a permanent diaspora protection unit within foreign service structures with rapid response capacity

Regional Diplomacy and Early Warning Systems
• Institutionalise intelligence-sharing mechanisms within SADC focused on social tension indicators affecting migrants

Consular Strengthening Programme
• Upgrade consular missions into fully resourced citizen support centres with emergency evacuation capability

Diaspora Reintegration Strategy
• Develop structured reintegration pathways for citizens who return under distress conditions, including psychosocial and economic support

Preventive Diplomacy Engagement
• Prioritise pre-crisis diplomatic engagement with neighbouring states to address emerging tensions before escalation

CONCLUSION

ADM reaffirms its commitment to human dignity, regional cooperation, and principled diplomacy. We recognise that the stability of Southern Africa is interdependent, and that harm to one community inevitably reverberates across borders.

We therefore call for calm, restraint, accountability, and coordinated action. The lives of ordinary citizens must never become collateral in cycles of socio-economic frustration or political neglect.
